Not actually true. The notion of building balanced encounters shows up as early as the Rules Cyclopedia, which is contemporaneous with 2E. In fact, the Rules Cyclopedia version, while quite primitive in some respects, is actually more nuanced than its successors in other respects, making explicit provision for adjusting encounter ratings to account for prior resource expenditure.
(It's also not accurate to state that the notion of building balanced set-piece skirmishes is novel to this period. That predates tabletop roleplaying games entirely, going all the way back to the hobby's wargaming roots.)
